MOSCOW (AP) ? Moscow police say they have detained more than 130 drunken drivers over the past 24 hours, including a man who crashed his car into a bus stop, killing seven people and injuring three.
Police said the car was traveling more than 200 kilometers per hour (120 miles per hour) when the driver lost control and slammed into the bus stop.
The Interfax news agency reported that the 30-year-old driver, Alexander Maximov, had been arrested for drunken driving in 2010 and told police that prior to Saturday's accident he had been drinking for two days. The driver also had received two speeding tickets this year.
Police report numerous arrests of drunken drivers, but the accident rate remains high, compounded by drivers who routinely speed and disobey traffic rules.

In a sense one might say this is TRUE as we are mostly based on a percentage of the sale or purchase??but within a $10,000 difference in the? end we make a very small amount extra?.like a couple hundred bucks vs. theTHOUSANDS most people assume. So as a realtor I am not concerned about pushing you into a higher price range for my benefit, I am concerned with you getting what you want in the price you can afford and be happy with for years to come. Happy clients come back and happy clients refer you on and that is how our business grows int his industry.
3) The Less Commission You Pay to Sell, The More you Make.
?Discount brokerages and like to propel this myth. They claim to save sellers money by charging less. The truth is agents who are top producers and excel in this business do not discount services. Why? Because they don?t have to.
Don?t forget that if you are the?BUYER using an agent, the purchase is usually of no cost to you as the seller usually pays the commissions??so you are working with an agent for FREE in a sense. So why wouldn?t most buyers use and agent then to deal with all the hassle of looking? So agents have buyers and if you are not listed with an agent on the MLS system then we usually don?t bring our buyers to you.?
4) Agents Must Show You Homes On Demand.
Unless you have a signed BUYERS BROKERAGE AGREEMENT with an agent or the agent that represents the seller, that agent you call doesn?t have to show you anything. You can?t call a local real estate office and demand service or demand to be shown homes, because agents don?t work for free.
If you aren?t planning on writing an offer with the agent you call, be upfront or don?t waste that agent?s time. But don?t expect that agent ? who is likely to earn nothing ? to be too excited about jumping in the car with you. That agent is not obligated to show you anything.
5)? An Agent?s Home Inspector Will Always Favor the Agent.
Any agent worth her salt wants disclosure. Why? Because he/she wants what is best for her client but also, and this is not to be taken lightly, because he/she does not want to be sued.
Agents must disclose material latent defects. A buyer is always, without fail, better off knowing the truth about a house.? The home inspector does not want to jeopardize their integrity or job so they certainly are not going to risk anything for their preferred agent just because he or she throws them quite a bit of business?..they could be? out of business instead!
6) All Real Estate Agents Make Too Much Money.
This is my favorite one. Not all the agents you see are closing the number of deals others may be.80% of mediocre agents are doing 20% of the business while the 20% if good agents are doing the 80% of business out there.
7) Agents Sell Their Own Homes for More Money Than Yours.
Busy agents and top producers don?t have the luxury of time to waste when selling their own home. They also understand the market better than your average home seller, which means if a home isn?t selling within a reasonable period of time, it means it is priced too high. We agents are smart enough to price our homes right and get them sold.
We don?t create market value, we just follow it and act accordingly.
8)?Agents Will Say Anything to Make the Sale.
Although it is true that some agents will lie to you, it?s unfair to assume we are all the same.
Making misrepresentations or a false statements is against the law. Agents who break fiduciary relationships or fail to disclose material facts are subject to prosecution and a loss of their license to sell real estate.?WE agents take this very seriously as trading in real estate is our passion. Free bus passes for over-60s may be encouraging older people to be more physically active, say the authors of a study published today in the American Journal of Public Health.
Researchers from Imperial College London reached their conclusion by analysing four years of data from the UK National Travel Survey. They found that people with a bus pass are more likely to walk frequently and take more journeys by "active travel" - defined as walking, cycling or using public transport. These associations cut across socio-economic groups, suggesting that wealthier and poorer people are benefitting from the scheme equally.
Keeping physically active helps to maintain mental wellbeing, mobility and muscle strength in older people and reduces their risk of cardiovascular disease, falls and fractures. Previous research has shown that 15 minutes of moderate daily exercise is associated with a 12 per cent lower risk of death is people over 60.
Another study found that 19 per cent of adults in Britain get their recommended amount of physical activity through active travel alone. Public health organisations increasingly believe that "incidental" exercise, such as walking to and from bus stops, may have a key role to play in helping people keep fit.
Free bus passes for people aged 60 and over were introduced in England in 2006, entitling holders to free local bus travel after 9:30am on weekdays and all day on weekends and public holidays. Pressure on public spending has led to proposals for the scheme, which costs ?1.1 billion a year, to be scrapped, or for bus passes to be means-tested.
The scheme's proponents claim that it reduces social exclusion among older people and ensures access to travel for those on limited incomes. The authors of the new study believe that possible benefits for public health should also be taken into consideration.
"Given the need to encourage older people to be physically active, it's good news that the provision of free bus passes seems to be having a positive impact," said Sophie Coronini-Cronberg, from the School of Public Health at Imperial College London, who led the study.
"Before the government looks at reforming the scheme, they should make sure we understand its value to society. We would welcome more research in this area, such as a detailed cost analysis to establish whether the scheme represents good value for money."
The researchers examined data from the National Travel Survey from 2005, the year before free bus basses were implemented, until 2008. They included results from respondents aged 60 or over in England, giving a total of 16,911 people. The percentage of respondents with a free pass rose from 56.8 per cent in 2005 to 74.7 per cent in 2008.
The findings show that the biggest factor associated with not using active travel or walking is having access to a car. People in large urban areas are more likely to use active transport, and people in rural areas or small towns are more likely to report walking frequently.

Tried-and-true techniques could help optimize oilseed yield for biodiesel production, according to studies conducted by U.S. Department of Agriculture (USDA) scientists.
For more than 30 years, near infrared (NIR) reflectance spectroscopy has been used as a rapid and nondestructive method for measuring protein, moisture, and oil levels in whole grains. Now Agricultural Research Service (ARS) research leader Dan Long is studying how to use remote sensing tools to quickly assess seed oil quality and quantity before and after harvest.
ARS is USDA's chief intramural scientific research agency, and this research supports the USDA priority of developing new sources of bioenergy.
Long, who works at the ARS Columbia Plateau Conservation Research Center in Pendleton, Ore., used a special NIR sensor to assess seed oil content in 226 canola samples from Montana, Washington and Oregon. Seed oil concentration is used to estimate extraction efficiency, which is the percentage of oil recovered in relation to the amount of oil in seed.
Using this technique, Long was able to determine that oil concentrations in the samples ranged from 32 percent to 46 percent, and that the NIR sensor estimated seed oil content with an average error of 0.73 percent. A bout of abnormal weather affected results from one group of seeds in this study. If this group had been excluded from the analysis, the overall error rate would have been less than 0.5 percent.
Long believes that NIR sensors could be installed in seed crushing facilities to rapidly and continuously measure the oil content of clean seeds flowing into the expeller, where they are crushed to obtain the oil. Using NIR to monitor extraction efficiency might enable workers to adjust the choke setting on the expeller to compensate for oil loss in meal.
This would boost profits associated with seed processing, and lower the costs of the oil feedstock that is converted into fuel. NIR measurements might also help reduce the number of acres needed for oilseed feedstock production by maximizing seed oil extraction rates in the seed crushing facilities.

ScienceDaily (Sep. 18, 2012) ? While wave watching is a favorite pastime of beachgoers, few notice what is happening in the shallowest water. A closer look by two University of Colorado Boulder applied mathematicians has led to the discovery of interacting X- and Y-shaped ocean waves that may help explain why some tsunamis are able to wreak so much havoc.
Professor Mark Ablowitz and doctoral student Douglas Baldwin repeatedly observed such wave interactions in ankle-deep water at both Nuevo Vallarta, Mexico, and Venice Beach, Calif., in the Pacific Ocean -- interactions that were thought to be very rare but which actually happen every day near low tide. There they saw single, straight waves interacting with each other to form X- and Y-shaped waves as well as more complex wave structures, all predicted by mathematical equations, said Ablowitz.
When most ocean waves collide, the "interaction height" is the sum of the incoming wave heights, said Baldwin. "But the wave heights that we saw from such interactions were much taller, indicating that they are what we call nonlinear," he said.
Satellite observations of the 2011 tsunami generated by the devastating earthquake that struck Japan indicate there was an X-shaped wave created by the merger of two large waves. "This significantly increased the destructive power of the event," said Ablowitz. "If the interaction had happened at a much greater distance from shore, the devastation could have been even worse as the amplitude could have been even larger. Not every tsunami is strengthened by interacting waves, but when they do intersect there can be a powerful multiplier because of the nonlinearity."
Ablowitz first observed the nonlinear wave action in 2009 while visiting Nuevo Vallarta just north of Puerto Vallarta with his family. He took hundreds of photographs and videos of the peculiar waves over the next several years.
"Unlike most new physics, you can see these interactions without expensive equipment or years of training," said Ablowitz. "A person just needs to go to a flat beach, preferably near a jetty, within a few hours of low tide and know what to look for."
A paper on the subject by Ablowitz and Baldwin was published this month in the journal Physical Review E.
Baldwin, who is studying under Ablowitz, wanted to go the extra mile to verify that the wave interactions observed by his professor were not unique to one beach. In this case he drove more than 1,000 miles to the Los Angeles area "on a whim" to search for the types of waves Ablowitz had observed in Mexico. He hit the jackpot at Venice Beach.
"I don't think there is anything more enjoyable in science than discovering something by chance, predicting something you haven't seen, and then actually seeing what you predicted," said Baldwin.

WINSTON-SALEM, N.C. Sept. 19, 2012 New research shows that a special population of stem cells found in cord blood has the innate ability to migrate to the intestine and contribute to the cell population there, suggesting the cells' potential to treat inflammatory bowel disease (IBD).
"These cells are involved in the formation of blood vessels and may prove to be a tool for improving the vessel abnormalities found in IBD," said lead author Graca Almeida-Porada, M.D., Ph.D., a professor at Wake Forest Baptist Medical Center's Institute for Regenerative Medicine. The research is published in the current print issue of the journal Hepatology.
Up to 1 million Americans have IBD, which is characterized by frequent diarrhea and abdominal pain. IBD actually refers to two conditions ulcerative colitis and Crohn's disease in which the intestines become red and swollen and develop ulcers. With IBD, blood vessels in the intestine leak and contribute to inflammation.
While there is currently no cure for IBD, there are drug therapies aimed at reducing inflammation and preventing the immune response. However, these therapies aren't always effective. The long-term aim of the research is to develop an injectable cell therapy to induce tissue recovery.
The work, performed while Almeida-Porada was at the University of Nevada, also involved colleagues from Indiana University School of Medicine. The researchers studied a special population of cells, known as endothelial colony-forming cells, found in cord blood, bone marrow and circulating blood. The finding in 1997 that the cells can contribute to blood vessel formation in adults, not just embryos, initiated the notion of using them for therapy. Studies in humans have validated the ability of these cells to improve reduced blood flow to the limbs and to treat heart diseases.
However, there have been few studies to explore the inherent biologic ability of these cells to home to different organs and contribute to tissue-specific cell populations. Evaluating their potential to migrate to the intestine was an obvious choice, said Almeida-Porada, because dysfunctional blood vessels are a hallmark of IBD. Not only are circulating levels of vessel-forming cells reduced in patients with IBD, but a key factor in IBD progression is the development of abnormal or immature blood vessels, which leads to chronic inflammation.
The cells were injected into fetal sheep at 59 to 65 days gestation. About 11 weeks later, intestinal tissue was analyzed to detect the presence of the human cells. The researchers found that the human cells had migrated to the intestine and contributed significantly to the cell population there.
"This study shows that the cells can migrate to and survive in a healthy intestine and have the potential to support vascular health," said Almeida-Porada. "Our next step will be to determine whether the cells can survive in the 'war' environment of an inflamed intestine."
The researchers also evaluated the ability of the cells to home to the liver. Smaller numbers of cells reached the liver than the intestine, suggesting that new strategies would be needed to enhance the therapeutic potential for this organ.

TORONTO (Reuters) - The National Hockey League (NHL) and its players are gambling once again that a work stoppage will not harm relationships with sponsors or rattle fan loyalty in a still-challenging economic environment.
The NHL locked out players over the weekend after failing to reach a new collective bargaining agreement before the old pact expired, plunging the league into its fourth work stoppage in 20 years and making Friday's start to the preseason unlikely.
So instead of fans getting excited for the start of the NHL regular season next month, many were left downcast on Monday and wondering when, or if, they will see their favorite teams back on the ice this year.
Confronted with yet another showdown between millionaire athletes and billionaire owners, the NHL and its players will again roll the dice and test the loyalty of sponsors, business partners and fans suffering from lockout fatigue.
With memories of the labor dispute that wiped out the entire 2004-05 NHL season still fresh in their minds, fans have started looking for other ways to spend their entertainment budget while players search for work in foreign leagues and networks scramble to find alternate programming.
As negotiations drag on the grim impact of the lockout will hit home as the league and teams begin to announce layoffs while those who earn their living around the sport selling beer in arenas and supervising parking lots, will try to find ways to survive in a still sluggish economy.
"There is a lockout fatigue going on and no one is a winner in those situations," Jason Maloni, a sports crisis communications expert and a senior vice-president of Levick told Reuters. "It's always good to have goodwill with the public.
"But this isn't a time in North America when anyone is going to be sensitive to somebody already getting vast sums demanding much more."
With teams drowning in red ink, the NHL sacrificed the entire 2004-05 season to get the salary cap hailed as the answer to its financial woes.
Players and league officials also used the previous lockout to rework the game and returned with a more entertaining product that has been embraced by fans and sponsors.
In the seven-years since the deal was signed the NHL has seen revenues surge from to $3.3 billion from $2.1 billion along with record attendance and television ratings.
Innovative marketing ideas such as the annual outdoor game played on New Year's Day have raised NHL's profile and helped secure a new 10-year $2 billion television deal with NBC.
But after watching owners from the National Basketball Association and National Football League secure a bigger slice of their respective revenue pies after locking out their players last year, NHL owners want the same.
MASSIVE GAMBLE
The NHL initially wanted players to cut their share of hockey-related revenue to 43 percent from 57 percent but have amended that to a six-year deal that starts at 49 percent and drops to 47 percent.
The proposal from the NHL Players' Association (NHLPA) is tied to projected future revenues with players willing to take a smaller slice of the pie as the league grows. The union's offer opens with players getting 54.3 percent of revenues and dipping to 52.7 percent.
The lockout represents a massive gamble on the part of the owners, who could have the brakes slammed on their momentum, particularly in the United States where they have started to emerge as a major player on the sporting landscape.
There are also other dangers lurking given the originally scheduled October 11 start to the regular season also in peril.
The NHLPA has so far negotiated within the framework of the previous labor deal but union chief Donald Fehr has hinted that if talks drag on, the players might be prepared to challenge the issue of a salary cap.
"While the NHL is on stronger financial footing it is actually a bad time to have a lockout," said Maloni. "At a time when the league is gaining momentum, it's stronger now in terms of its balance sheet, its casual fan base. Are they going to lose fans?
"The people who follow hockey are always going to follow hockey and wait patiently until it returns.
"But success or failure sometimes depends on how many of the new eyeballs you bring to the table. Those are the ones who will fade out and you're not going to get those fans back."
With no new talks scheduled the public relations battle has begun, players and owners placing the blame for the lockout and any the damage it might cause to the game at each other's feet.
The NHLPA has posted a video lamenting the lockout insisting all they want is to play hockey while owners have retreated back into their other businesses letting league commissioner Gary Bettman handle negotiations.
"Generally no comment is not going to help the situation," said Maloni, who represented pitching great Roger Clemens during his recent doping scandal and litigation. "You want to be able to articulate the stories behind the attorneys.
"It is a lot like litigation, as you are discussing the case behind the scenes with a judge or opposing council trying to negotiate a settlement you want your public comments to reinforce that.
"What you never want to convey is that both sides are sitting there with their arms folded."

At least Chris has a good attitude. As long as his brother's happy, he's happy. Plus 15.
Caroline gushes about her kids making it on their own but who is she kidding when they pay the bills with Mommy and Daddy's checkbook.
Especially Lauren who admits she walked away from her venture with Chateau the day after the grand opening. Minus 10. The girl never even tried to make a go of it.
Lauren's all jazzed because she signed the lease on a new place. More like Mommy did. And does anyone else thing CaFace is a horrible name? Minus 8.
Then we're off with Kathy and Rich to see if she can pitch her desserts to a new company. Why does she insist on bringing her husband along? Rich can never keep his mouth shut and his sexual innuendos only make Kathy look more unprofessional. Minus 12.
Oh, and Ashlee shows her face, if only through the computer. The girl actually looks pretty good. Somehow she's got a job in PR and has her own apartment. She even got a new tattoo and didn't her mother look thrilled.
Seriously though, perhaps Ashlee might find her way now that she's not living with her ever coddling parents. Plus 9. Well, that or she might blow herself up. We'll see.
Now on to the real fun.
Could Kim D. walk off a cliff? Please? The woman is evil personified and ugly as sin. The only question is, is she working alone or with an accomplice.
When she called Melissa to make amends I kept thinking it was like the spider calling to invite the fly over for dinner.
Angelo couldn't have been more sleazy. Minus 7. If I had to pick someone out to play the role of a strip club manager it would be him.
And are we really suppose to believe that he just happened to wait on Kim and Teresa and just happen to mention he knew Melissa as a stripper? Kim D's cheshire cat smile told the story. This was a complete set up but was Teresa an innocent bystander or a pawn in the game?
Did Teresa really buy Kim's little, Oops, so sorry? Could she really be that stupid? Wait, what am I saying? This is Teresa I'm talking about, so yeah, it's definitely possible. Minus 10.
Just when I thought they couldn't have staged a scene better than the spa, we get to the Fashion show where Angelo just happens to show up and makes a point of speaking to Melissa.
Minus 20. The only thing real about this reality TV show is the script it's written on.
No matter who Kim D. was working with, she set this up to make sure there was plenty of drama once again at her show in the hopes that the cameras would come back again next year.
If any of the Housewives had a brain in their head they'd skip this second rate fashion and stay home next year but what are the odds?
