Speed of light may not be fixed, scientists suggest; Ephemeral vacuum particles induce speed-of-light fluctuations

Mar. 25, 2013 ? Two forthcoming European Physical Journal D papers challenge established wisdom about the nature of vacuum. In one paper, Marcel Urban from the University of Paris-Sud, located in Orsay, France and his colleagues identified a quantum level mechanism for interpreting vacuum as being filled with pairs of virtual particles with fluctuating energy values. As a result, the inherent characteristics of vacuum, like the speed of light, may not be a constant after all, but fluctuate.

Meanwhile, in another study, Gerd Leuchs and Luis L. S?nchez-Soto, from the Max Planck Institute for the Physics of Light in Erlangen, Germany, suggest that physical constants, such as the speed of light and the so-called impedance of free space, are indications of the total number of elementary particles in nature.

Vacuum is one of the most intriguing concepts in physics. When observed at the quantum level, vacuum is not empty. It is filled with continuously appearing and disappearing particle pairs such as electron-positron or quark-antiquark pairs. These ephemeral particles are real particles, but their lifetimes are extremely short. In their study, Urban and colleagues established, for the first time, a detailed quantum mechanism that would explain the magnetisation and polarisation of the vacuum, referred to as vacuum permeability and permittivity, and the finite speed of light. This finding is relevant because it suggests the existence of a limited number of ephemeral particles per unit volume in a vacuum.

As a result, there is a theoretical possibility that the speed of light is not fixed, as conventional physics has assumed. But it could fluctuate at a level independent of the energy of each light quantum, or photon, and greater than fluctuations induced by quantum level gravity. The speed of light would be dependent on variations in the vacuum properties of space or time. The fluctuations of the photon propagation time are estimated to be on the order of 50 attoseconds per square meter of crossed vacuum, which might be testable with the help of new ultra-fast lasers.Leuchs and Sanchez-Soto, on the other hand, modelled virtual charged particle pairs as electric dipoles responsible for the polarisation of the vacuum.

They found that a specific property of vacuum called the impedance, which is crucial to determining the speed of light, depends only on the sum of the square of the electric charges of particles but not on their masses. If their idea is correct, the value of the speed of light combined with the value of vacuum impedance gives an indication of the total number of charged elementary particles existing in nature. Experimental results support this hypothesis.

'Great Gatsby' to open Cannes Film Festival

(AP) ? The Cannes Film Festival has an American flavor this year, with a Hollywood icon heading the jury and a quintessential U.S. literary figure opening the event: The Great Gatsby.

Organizers said Tuesday the film "The Great Gatsby," with Leonardo DiCaprio in the title role and directed by Australian Baz Luhrmann, will open this year's Cannes festival ? in 3-D, no less.

Luhrmann stressed the film's French connection, saying in a statement that author F. Scott Fitzgerald wrote "some of the most poignant and beautiful passages" of "The Great Gatsby" at a French Riviera villa not far from Cannes. Tobey Maguire and Carey Mulligan also star in Luhrmann's version of the 1925 novel.

Steven Spielberg is heading the jury at the Cannes festival this year, which runs May 15-26.

Elisabeth Hasselbeck staying put at 'The View'

(AP) ? No need to say goodbye to Elisabeth Hasselbeck. She's staying put as a co-host of "The View" despite reports insisting otherwise.

Series co-creator Barbara Walters called that story "particularly false" on Monday's edition of the ABC daytime talk show. She says that "we have no plans for Elisabeth to leave."

She also denied reports that Hasselbeck has lost favor with "The View" for her conservative political stances, something Walters says "we value and appreciate."

Hasselbeck has been on "The View" for a decade.

Walters also confirmed that Joy Behar will exit the show in August. Behar was among the first co-hosts with Walters when "The View" debuted in 1997. She announced her planned departure last week.

Besides Walters, the remaining panel includes Whoopi Goldberg and Sherri Shepherd.

Three Lessons for Investors From the Dow's Record Close - Liberty ...

?

The economy is limping along. Unemployment is way too high. And Washington politics is totally dysfunctional. The media are full of warnings about the sequester and the impending budget impasse.

And the stock market just made a new all-time high.

What does that tell you?

Well, just take a look back at summer of 2007, just before the market last reached these levels. The economy was booming, unemployment was low, home prices were soaring ? and everyone had a good feeling about the future.

And the market plummeted ? from over 14,000 to a low of 6,443 on March 9, 2009 ? a decline of more than 50 percent.

Regular readers of my column remember my pleadings in 2009 to keep investing your regular monthly 40l(k) contribution in the stock market, because that fixed amount of dollars would buy more shares at lower prices. Today, you are rewarded.

And the Dow?s new record ? 14,253.77 ? doesn?t even reflect the dividends you would have earned over the past five years.

But those who acted out of emotion have seen the consequences in their retirement accounts ? now being forced to work longer until they can afford to retire.

This is not an issue of blame. The market collapse of 2009 was the first true bear market many had seen in their investing lifetime. Not since the early 1970s bear market, a decline of 48 percent, had we seen such a frightening collapse, in which even the ?good? companies were dragged down to such low prices. This time, as in the 1973-74 bear market, it was hard to see the moment for the buying opportunity it was.

So what are the lessons to be learned now that the stock market is trading at new all-time highs?

There are three major lessons to be learned; three Savage Truths:

1. The stock market always fools the greatest number of people. Just when everyone is most euphoric, you?re likely near a top. And when the mood is most pessimistic, you must be approaching the bottom. For all the ?reasons? that the pundits give on a daily basis for the market?s up and down moves, all the commentaries about the immediate economic news, the market?s broad swings come from human emotion. That?s the tendency of the crowd to move to one extreme or another. And the crowd is always wrong.

2. Money moves markets. That may seem like the most obvious truth, but many people forget it. The Federal Reserve controls the money supply. And when it is aggressively creating new money, that money has to go somewhere. It may be intended to stimulate the economy, home building, car sales and job creation. But, especially in times of uncertainty, the money moves into the markets ? pushing prices higher. The Fed has expanded the money supply aggressively, continuing to buy $85 billion monthly worth of securities ? paying for them with newly created money. There?s no surprise that the market has moved to new highs.

3. You don?t have to ?beat? the market to grow wealth. Professional traders spend a lot of time figuring out when to get in and out of the market. But when you trade the market, you have to make three correct decisions: when to get in, when to get out and then when to get back in again.

For ordinary investors ? those just hoping to make money in their company retirement plan ? the proven strategy is to just keep investing a regular amount at a regular time ? and stick to the plan, through market ups and downs. Over the long run, that has always been a winning strategy, and it has proved itself again.

Now you?re wondering if the market is ?too high? to keep investing. But haven?t you been thinking that for the last two years? You?ll only know in hindsight. But the very fact that so many are still not convinced that they should be invested in the market is one of the best reasons to believe that the stock market will move even higher. And that?s The Savage Truth.

Chance meeting takes Arlington singer to Dubai | HeraldNet.com ...

Jesse Taylor is a young country singer who is letting his career take him from Nashville to Hawaii and, today, to Dubai, one handshake at a time.

Taylor, an Arlington native, makes his own brand of original country music and then has taken his guitar and CDs on the road, living out of his pickup truck and singing in bars and at rodeos, selling and sharing his music where he can.

He said he'd rather build a fan base that way than by entering singing competitions and, so far, that seems to be working out real well for him.

Today, Taylor has left for Dubai. He was invited to entertain U.S. Navy troops from the USS John C. Stennis and Carrier Strike Group Three who will be on leave at the port city in the United Arab Emirates. The carrier and strike group deployed in August 2012 from Bremerton and have been operating in the Arabian Gulf since October 2012.

The opportunity for Taylor came from a chance meeting with U.S. Navy Rear Admiral Troy M. Shoemaker, the strike group commander.

But that's really been Taylor's fortune so far -- being in the right place at the right time.

"I wasn't expecting this at all. I had no clue," Taylor said in a phone interview Friday from Arlington. "This is crazy. I've never been out of this country and didn't have any idea about going to Dubai."

Shoemaker happened to hear Taylor performing in Hawaii last summer when Shoemaker and his wife were visiting the island of Lanai. Taylor was singing at the Four Seasons Lodge at Ko'ele. He was singing a song he wrote in high school called "American Man."

"I wrote it when I was working at the feed store in Arlington and I saw a man burning the American flag in the newspaper," Taylor said. "The flag is a sacred thing to me. So I wrote a song about it and I played it on the porch there and Shoemaker's wife started crying and I got a standing ovation."

Taylor's agent was in the audience as well and he knew Shoemaker was there and a connection was made between the admiral and the singer.

The two kept in contact and the admiral called around Christmastime last year and invited Taylor to sing in Dubai, but Taylor couldn't go. The singer thought he lost his chance but the admiral called him again and invited him to perform in March.

Taylor said he's not sure what he'll play in front of the troops -- maybe some Charlie Daniels and Johnny Cash and Merle Haggard but definitely "American Man."

"There will be 5,000 people and I've never played in front of that many before," Taylor said.

Taylor said he's not sure what it was that made the admiral take to him and his music. Taylor has a theory, however.

"We got to talking and we country people, we are laid back and there's no B.S.," Taylor said. "We give it to you straight so he didn't have to figure me out."

Taylor's country ways and his soulful and down-to-earth country songs have played a big part in his life before.

The singer and songwriter grew up in a rodeo and music family, on six acres with some horses in Arlington. His mom, Doreen, was named after a Johnny Cash song. His dad, Jody Taylor, was a team roper and songwriter.

Jesse Taylor began roping at age 3, was given his first guitar at age 4 and rode his first bull at 14. Young Taylor used to go to the rodeos with his dad to watch him rope.

When he got older, Jesse Taylor did the Pro-West Rodeo circuit that covers Washington, Oregon and Idaho.

At 22, he had recorded 10 original songs in his first album, titled "One Chance to Win." He went on the road and sold the CDs for rodeo entry fees.

"Luckily I didn't get hurt," Taylor said.

During one of those CD-selling trips across the country, Taylor wound up in a little bar in Montana. A woman heard him sing and she told her husband about Taylor. The husband eventually called the singer out of the blue and offered him a job working in Hawaii.

"I thought it was friends playing a joke," Taylor recalled. "Two weeks later, they flew me out there.

"It worked out pretty good. It was a bunch of luck."

Taylor was a stable manager at the Four Seasons on Lanai. During the day he would take resort guests on horseback rides and at night he would perform.

"I really wanted to go to Wyoming and I never thought about going to Hawaii," Taylor said, adding that it was "pretty ranchy up there."

He met lots of people and felt like he was developing a good fan base of folks from all over the United States. Then there was the night he met the rear admiral.

Taylor spent two years in Hawaii. He returned to the mainland to pursue his music career and recorded his debut studio album, "Out Here in the Country," at Blackbird Studio in Nashville last November.

The album is scheduled for release March 26. Taylor will be back in the states and hosting an album release party from 4 to 8 p.m. at Skookum Brewery, 17925 59th Ave. NE, in Arlington. At the release party, Taylor's dad's band, Johnny Green and the Pack Stream, will be the opening act.

The release party falls on the same day as Taylor's 26th birthday.

When Taylor returns home, he's not sure what the future holds. He hopes that his performance overseas leads to some other good opportunities but whatever happens, Taylor said he'll continue getting the word out about his music like he has been -- one handshake at a time.

"I want to be selling my music on my own and then working hard and building that foundation. I think that gets you more respect," Taylor said. "I don't want to put anybody down who tries singing competitions but that's not my style."

Gunmen kill protest organizer in Iraq

(AP) ? Iraqi officials say an anti-government protest organizer has been killed in a drive-by-shooting in the country's north.

Police Lt. Col. Wisam Abdullah says gunmen shot and killed Bunyan Sabar al-Obeidi Sunday morning as he was driving his car in the oil-rich city of Kirkuk, 290 kilometers (180 miles) north of Baghdad.

A morgue official confirmed receiving the body of the organizer.

Police says al-Obeidi, who is also a spokesman for the Sunni protesters in Kirkuk, escaped an assassination attempt last week.

Last Friday, police opened fire on Sunni demonstrators in the northern city of Mosul, killing one protester and wounding five others.

Sunnis have been staging mass protests since last December following the arrest of bodyguards assigned to a Sunni minister.

Should Schools Send 'Fat Letters' Home to Parents? - Santa Cruz ...

The state of Massachusetts has a unique way to address the epidemic of overweight kids, and the reaction has been mixed.

In 2009, their Department of Public Health adopted a "BMI initiative" requiring public schools to calculate the BMI of children and teens of certain ages.

The results are sent to parents along with instructions for dealing with their child's weight issue. What's received in the mailbox is sometimes referred to as a 'fat letter.'

Is it something we should do in California, when about one-third of our state children are overweight?

Aimee Reedy is the Division Director of Programs for the?Santa Clara County Public Health Department.

"We use much more comprehensive strategies to address the issue so it becomes part of the child's life," says Reedy. Referring to the Massachusetts idea: "As a standalone, I would question the behavior result."?

According to the Massachusetts?Department of Public Health Web site:

"Overweight and obesity have become a serious health problem in Massachusetts. Almost one-third of school-aged children are either overweight or obese. Overweight and obese children are at risk for diabetes, heart disease, and other chronic conditions. Helping children maintain a healthy weight can prevent potential health problems and serious diseases."

Parents back East have complained,?saying the letters amount to government interference in parenting and an invasion of privacy.

And in January, Massachusetts State Rep. Jim Lyons filed legislation to stop the 'fat letters.'

In California, the Department of Public Health coordinates the?California Obesity Prevention Program, last updated in 2010, a "call to action for stakeholders from all the identified sectors?including schools?to work together to improve the health of all Californians.

There is also the California Department of Education's?Team California for Healthy Kids.?When asked if the CDE would ever work directly with schools to do what Massachusetts is doing, spokeswoman Tina Jung replied "There's just a lot in this initiative for everyone."

Santa Clara County's Reedy points out that parents receive student BMI scores as part of the fitness testing done every year for 5th, 7th, and 9th-grade California students. She believes the California model creates "solutions to change behavior," which is the best way to combat obesity.

Reedy cites statistics that indicate obesity rates are leveling off. She admits "We do have a long way to go."

It is an immediate concern. According to a brief issued by Santa Clara County, the estimated total annual cost associated with overweight, obesity, and physical inactivity among adults was $2.1 billion in?2006.

(AP) ? Danish food safety officials ordered a cleanup and better food handling at Noma, one of the world's top restaurants, after more than 60 people fell ill with viral gastroenteritis from eating at the two-star Michelin eatery that has also hit top spot three times in the world's best restaurants list in Restaurant magazine.

The Danish Veterinary and Food Administration said Friday it had investigated the popular, waterfront restaurant in Copenhagen after complaints from customers who had dined there during a week in February. It was not immediately clear what food had caused the infection.

Agency spokesman Morten Lisby described the outbreak that caused vomiting and diarrhea as "massive."

The 63 infected people ate at Noma between Feb. 12 and 16, according to a food safety report based on an inspection of local restaurants and food retail companies a week later.

Restaurant manager Peter Kreiner apologized for the incidents and said they were trying to track the source of the infection with officials.

"Our business is based on having satisfied customers here and we're incredibly sorry on behalf of our guests," Kreiner told Danish TV2. He said the restaurant had contacted the agency as soon as it became aware of the complaints.

Noma, which opened in 2004, is widely known for its chef Rene Redzepi who relies on fresh, locally-sourced products, from moss and snails to sloe berries and unripe plums. The restaurant has been credited with redefining Nordic cooking and receives thousands of reservation requests every day.

Menus at Noma cost up to 1,500 kroner ($260) and table reservations often must be made months in advance.

(AP) ? Deputy Prime Minister Uhuru Kenyatta appears to have won the presidential election in the first round with the slimmest of majorities, as Kenya's electoral commission prepared Saturday to announce the final results of the nation's presidential election.

Final numbers showed Kenyatta with 50.03 percent of the vote. He needs more than 50 percent to win outright and avoid a runoff with Prime Minister Raila Odinga, who had 43.3 percent.

Kenyatta, the son of Kenya's founding president, is indicted for crimes against humanity by the International Criminal Court and if he becomes president, problems with Western allies are expected.

This did not worry Kenyatta's supporters who are jubilant, though there appeared to be at least an outside possibility that the election commission could announce revised figures that would put Kenyatta back under 50 percent.

Kelvin Mwangi, a taxi conductor, was one of several Kenyatta supporters who huddled around a taxi in discussion of their candidate's win. There were many more similar groups in the distance, and around Nairobi, and they were more likely to be Kikuyus jubilating ? as well as Luos coming to terms with Odinga's loss.

"I feel great because we have won this election," said Mwangi, who like Kenyatta is an ethnic Kikuyu. "Uhuru sold his policies to young people while Raila was busy criticizing him."

The election commission said it would make a formal announcement of the winner. The scheduled announcement was more than an hour late as of midday Saturday in Kenya.

Eliud Owalo, Odinga's chief campaign manager, said the prime minister would not concede defeat "because the process was fraudulent." He did not elaborate.

Though Kenyatta appears to have just barely squeaked by the 50 percent hurdle, he solidly beat Odinga, one of eight candidates. That fact may help prevent the violence that exploded in Kenya after its last presidential vote, in 2007, when more than 1,000 people were killed.

The final provisional figures showed Kenyatta finishing with 6,173,433 votes out of 12,338,667 cast. Odinga had 5,340,546 votes.

A win by Kenyatta could greatly affect Kenya's relations with the West. Kenyatta faces charges at the International Criminal Court for his alleged role in directing some of Kenya's 2007 postelection violence. His running mate, William Ruto, faces similar charges.

Francis Eshitemi, an Odinga supporter Nairobi's largest slum, Kibera, said it was clear his candidate had lost in a free and fair election and that he expected him to concede.

"The problem is that Raila doesn't have the numbers. There were a few irregularities, but the gap between Raila and Uhuru is big," he said.

Isaac Khayiya, another Odinga supporter, said: "This time we want post-election peace, not war. We will be the ones to suffer if there is violence. For them ? Uhuru, Ruto, Odinga ? they have security and they are rich."

The United States has warned of "consequences" if Kenyatta wins, as have several European countries. Britain, which ruled Kenya until the early 1960s, has said they would have only essential contact with the Kenyan government if Kenyatta is president.

Odinga's camp has indicated legal challenges could be filed. Monday's presidential vote proceeded mostly peacefully, but the counting process has been stymied by a myriad of break-downs and errors.

That the winner was quietly revealed overnight ? at about 2:35 a.m. local time ? came as somewhat of a surprise. At about midnight the electoral commission said it would give a formal announcement of the winner at 11 a.m. Kenya time (3 a.m. EST) Saturday. Observers believed that the decision was made in part not reveal a winner overnight, something that could stir suspicions and put security forces at a disadvantage if rioting broke out.

In order to win outright, Kenyatta must not only get more than 50 percent of the vote but also must garner at least 25 percent of the vote in 24 out of Kenya's 47 provinces. Because of the way the election commission announced results, it was difficult to immediately determine if Kenyatta passed that bar.

Diplomats said they believed Odinga was not likely to protest the vote in a manner that would increase the chances of violence, but rather honor his pledge to respect the result and petition the courts with any grievances. Odinga scheduled a news conference for later Saturday morning.

Exxaro FY earnings down 33 pct to 14.01 rand

JOHANNESBURG (Reuters) - South African diversified miner Exxaro on Thursday posted a 33 percent drop in full-year earnings, hit by lower coal export prices and volumes.

The company, South Africa's second-largest coal producer, with interests in iron ore and base metals, said headline earnings per share for the year to December fell to 14.01 rand from 20.98 rand the previous year.

The drop was in line with its own projection of a fall of between 31 to 40 percent. Headline EPS are the main profit gauge in South Africa and strip out certain one-time items.

Exxaro, a big supplier of coal to power utility Eskom, said full year revenue dropped 23 percent to 16.1 billion rand.

Overall coal production was stable at 40 million tonnes, while export sales dropped 21 percent, primarily due to limited capacity on the railway line connecting the mines with the port.

"The 2013 financial and operational results are expected to be impacted by commodity price volatility, the ZAR/US$ exchange rate fluctuations, as well as the availability of trains in the export coal business," it said in a statement.

Exxaro declared a final dividend of 150 cents per share.

Shares in the company are up 2.4 percent this year, compared with a 3.7 percent rise in the JSE Top-40 blue-chip index.

The two have also garnered celebrity endorsements, with and Tom Hanks and Eva Longoria and director Steven Spielberg supporting Greuel and actors Jane Fonda, Will Ferrell and Salma Hayak stumping for Garcetti. Comedian Jimmy Kimmel, actress Amy Smart and musician Moby appeared at a fundraiser for Garcetti at the Henry Fonda Theatre last month, but campaign staff said they don?t know if any celebrities are scheduled to show up tonight.

In this peculiar situation, Congress not meeting (and agreeing to a compromise) would have meant broad?automatic tax hikes, as several tax cuts were set to expire at the beginning of 2013. (With the estate tax exemption also set for a dramatic decrease, one could say Congress had the potential to make death a little bit worse, too, at least for your heirs.) Although our elected officials waited until the bitter end, a last-minute deal?did?bring some much-needed?clarity: The sunset provision was lifted for the?Bush-era tax cuts, essentially making them permanent?for individuals earning under $400,000--at least for now.?(Higher-income earners face higher rates in 2013.) The estate tax exemption was also?permanently set at?over $5 million per individual and will include inflation adjustments going forward. But despite the recent compromise, ongoing national debt woes still mean that?higher taxes, fewer deductions, or both?could be coming down the pike in the years ahead, and possibly not just for the wealthy. US boosts aid to Syrian opposition, rebel fighters

ROME (AP) ? In a significant policy shift, the Obama administration said Thursday it would for the first time provide non-lethal aid directly to rebels who are battling to oust Syrian President Bashar Assad, announcing an additional $60 million in assistance to Syria's political opposition.

The modest package of aid to the military wing of the opposition will consist of an as yet undetermined amount of food rations and medical supplies for members of the Free Syrian Army who will be carefully screened to ensure they do not have links to extremists.

The move was announced by U.S. Secretary of State John Kerry at an international conference on Syria in Rome, and several European nations are expected in the coming days to take similar steps in working with the military wing of the opposition in order to ramp up pressure on Assad to step down and pave the way for a democratic transition. However, a number of Syrian opposition figures expressed disappointment with the limited assistance.

"We do this because we need to stand on the side of those in this fight who want to see Syria rise again and see democracy and human rights," Kerry said. "The stakes are really high, and we can't risk letting this country in the heart of the Middle East be destroyed by vicious autocrats or hijacked by the extremists."

"No nation, no people should live in fear of their so-called leaders," he said, adding that President Barack Obama's "decision to take further steps now is the result of the brutality of a superior armed force propped up by foreign fighters from Iran and Hezbollah."

Kerry and senior officials from 11 countries most active in calling for Assad to leave said in a joint statement released by the Italian foreign ministry that they had agreed in Rome on "the need to change the balance of power on the ground." It said the countries represented "will coordinate their efforts closely so as to best empower the Syrian people and support the Supreme Military Command of the Free Syrian Army in its efforts to help them exercise self-defense."

Britain and France, two countries that Kerry visited before traveling to Italy on his first official trip as secretary of state, have signaled that they want to begin supplying the rebels with defensive military equipment such as combat body armor, armored vehicles, night vision goggles and training. They are expected to make decisions on those items in the near future, in line with new guidance from the European Union, which still bars the provision of weapons and ammunition to anyone in Syria.

"We must go above and beyond the efforts we are making now," said Italian Foreign Minister Giulio Terzi, who hosted the conference. "We can no longer allow this massacre to continue."

Appearing beside Terzi and Kerry, the leader of the Syrian opposition coalition, Mouaz al-Khatib, delivered a forceful and emotional demand for Assad to stop the brutality of his forces that have in recent days launched scud missile attacks on the city of Aleppo that have been roundly condemned by much of the Western and Arab worlds

"Bashar Assad, for once in your life, behave as a human being," Khatib said. "Bashar Assad, you have to make at least one wise decision in your life for the future of your country."

The opposition has been appealing for some time for the international community to boost its support and to provide its military wing with lethal assistance, and while al-Khatib did not mention those requests, he pointedly made no reference to the new assistance that Kerry announced. Instead, he urged outside nations to support the creation of protected humanitarian corridors inside Syria, which the foreign ministers said they had "positively considered" by made no decisions.

Walid al-Bunni, a spokesman for the Syrian National Coalition, said the Syrian people have every right to feel "bitter" at the world's inaction even while "the scuds rain down on Aleppo" and expressed dissatisfaction with the aid announced by Kerry.

"We would have wished to receive a means with which to protect the innocent civilians dying from the regime's warplanes and scud missiles, but unfortunately, that was not even on the table," he said by telephone from Budapest.

The head of the rebel's Supreme Military Council, Gen. Salim Idris, told Turkey's state-run Anadolu Agency before the meeting Thursday that the rebels' needs include anti-tank and anti-aircraft missiles, assault rifles and rocket-propelled grenade launchers.

"We hope that a decision is reached at the Friends of the Syrian People meeting which will enable us to obtain the weapons we need," the agency quoted Idris as saying. Idris said Assad's regime receives "unlimited" support from Russia and Iran.

Kerry defended the limited U.S. assistance, saying it was just part of what was being offered and that other countries would fill in any gaps. He said he was confident that the "totality" of the aid should be enough to prod Assad to start changing his calculations on remaining in power.

"We're doing this, but other countries are doing other things," he replied, without going into specifics. "I am confident the totality of this effort is going to have an impact on the ability of the Syrian opposition to accomplish its goals." Kerry said Thursday's meeting marked the "beginning of a process that will in fact change his (Assad's) calculation."

Washington has already provided $385 million in humanitarian aid to Syria's war-weary population and $54 million in communications equipment, medical supplies and other nonlethal assistance to Syria's political opposition. The U.S. also has screened rebel groups for Turkey and American allies in the Arab world that have armed rebel fighters.

But until now, no U.S. dollars or provisions have gone directly to rebel fighters, reflecting concerns about forces that have allied themselves with more radical Islamic elements since Assad's initial crackdown on peaceful protesters in March 2011.

The $60 million in new aid to the political opposition is intended to help the opposition govern newly liberated areas of Syria by aiding in the delivery of services and improving rule of law and human rights as well as to blunt the influence of extremists who have made inroads in some places.

The rations and medical supplies for the fighters will be delivered to the military council for distribution only to carefully vetted members of the Free Syrian Army, U.S. officials said.

The U.S. will be sending technical advisers to the Syrian National Coalition offices in Cairo to oversee and help them spend the money for good governance and rule of law. The advisers will be from non-governmental organizations and other groups that do this kind of work.

The foreign ministers' presentation was disrupted by one protester who called on them to "stop supporting terrorists."
